Netbackup platform base, limited/complete edition
We are planing to swtich to Netbackup platform base license. what is the difference between complete and limited editions? Except to buy front end TB for backups, do we also have to buy deduplication capacity or already included?

Basically, Platform complete is as the name says, complete. You get everything.
Limited gives you everything except the database / application agents which you have to buy separately. As shown below, you're limited to FETB 250 TB on this model. The pricing for the limited is cheaper per/TB but you've got take into account the cost of the db/app packs.
Both of these include the Data Optimaztion (dedupe etc) features so no need buy that.
Platform Base – Limited Edition
The Limited Edition is a capacity licensing model for customers with smaller, less complex environments. The Limited Edition is restricted to customers protecting less than 250 front-end terabytes (across all NetBackup domains), restricted to Windows, Linux, and Solaris x86 systems installed in the environment, and cannot be combined with the Platform Base Complete or Platform Base NDMP Editions within the same NetBackup domain. The Limited Edition has two licensing components: 1) A front-end terabyte license and 2) an optional application agent/instance (i.e. the installed NetBackup application component) license for application-consistent recovery. The Platform Base Limited front-end terabyte license includes the following NetBackup features and products as a part of the licensing.
