Can't Install Client V10.4.0.1 - ORACLE LINUX 8

Hi guys,

What I missing here? I'm not able to install client v10.4.0.1 in ORACLE LINUX 8, display error below.

I already checked communication with my primary, ping ok, firewall disable on my host client and primary server.

Checking connectivity to the primary server.
NOTE: Depending on the network, this action may take a few minutes.
      To continue without setting up secure communication, press Ctrl+C.
EXIT STATUS 103: error occurred during initialization, check configuration file

ERROR:   Cannot set up secure communication.
         The attempt to contact the primary server failed.
